변화와 개혁이 나라 안을 뒤흔들었던 지난해의 기억을 안고 올해 미술동네도 기존 관행의 탈바꿈을 요구하는 몸짓이 뜨거울 것으로 보인다. 미술제도나 작품흐름 등에서 주목해야할 몇몇 현상들을 분석하는 4차례의 기획시리즈를 싣는다. 편집자 지난 12월초 서울시립미술관 새 관장 후보선정 과정은 대입이나 신입사원 면접과 비슷했다. 시장 앞에 올릴 최종 후보자 두명을 뽑기위해 응모한 8명의 미술전문가들은 수험생처럼 차례로 면접을 받았다. 앞서 20장 분량의 직무수행계획서를 ‘과제물’로 낸 이들 앞에 질문을 던진 선정위원은 6명. 3명은 미술평론가와 미술관·대관화랑 관장이었고, 3명은 서울시 국장급 간부들. 물음 가운데는 대입면접처럼 전공에 대한 단순문답이나 영어실력을 점검하는 것도 있었다. 베니스 비엔날레 커미셔너인 김홍희씨, 육순을 훨씬 넘긴 원로작가 하종현 전 홍익대 교수가 나이어린 위원들에게 똑같이 이런 면접을 받았다. “참담했다. 미술인생이 가장 후회스럽게 느껴진 날”이었다고 한 후보는 술회했다. 최연장자인 작가 하씨가 임명된 것은 이 `곤혹스런’절차를 거친 뒤였다. 특정후보 밀어주기 의혹을 받는 서울시립미술관의 관장 인선 파문은 전문가를 대접하고 운영과정의 전문성을 확보하는 것이 공공미술제도 개혁의 일차 과제임을 일러주고 있다. 특히 미술관쪽은 애초 원로미술인이 응모한 1차 선정과정을 젊은 전문가를 요구하는 내부의견에 따라 백지화하고 새로 후보들을 모집한 터여서 뜻밖의 관장인선에 대한 미술계쪽의 실망은 더욱 크다. 미술행정 경험이 거의 없는 하씨의 관장 임명에 대해 문화연대, 민족예술인 총연합, 독립영화협회 등 6개단체가 최근 “서울 문화정책이 개발독재의 망령에 시달리고 있다”는 성명을 내어 심사과정 공개를 요구했고, 인터넷상에서는 비난글이 잇따르고 있다. 미술평론가 박신의씨는 “선정위원 가운데 현대미술 전문가는 단 한명뿐이었다”며 “공개응모한 후보자를 비전문가 주도로 심사하는 상황이라면 관료들 의지대로 관장이 뽑힐 수 밖에 없다”고 지적했다. ...
